Miguel Kashal Thanks President Tshisekedi After Three Years at ARSP as Ted Beleshayi Takes Over Leadership

After three years at the helm of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), Miguel Kashal Katemb has expressed his gratitude to President Félix Tshisekedi for the confidence and support extended to him throughout his tenure.

In a message posted on his X account, the outgoing Director General praised the leadership of the Head of State and reaffirmed his unwavering loyalty to the President.

He also reiterated his commitment to continue supporting the vision of economic transformation and empowerment championed by President Tshisekedi for the Democratic Republic of Congo.

Miguel Kashal highlighted the reforms implemented between 2023 and 2025 under the President’s leadership, noting that they enabled ARSP to emerge as one of the country’s most strategic public institutions.

According to him, these reforms significantly advanced the promotion of local content, strengthened the development of small and medium-sized enterprises (SMEs), and contributed to the growth of a Congolese middle class.

During his tenure, ARSP played a key role in expanding access to subcontracting opportunities for Congolese businesses, helping to ensure a more equitable distribution of economic benefits and greater participation of local operators in major projects.

His statement comes a day after the publication of a presidential decree appointing a new management team for the institution.

Miguel Kashal officially hands over leadership of ARSP to Ted Beleshayi, a chartered accountant and financial inspector, who has been appointed as the new Director General.

The leadership transition reflects the government’s broader efforts to renew mandates within public institutions while pursuing reforms aimed at strengthening economic governance, promoting transparency, and consolidating the national entrepreneurial ecosystem.

As ARSP enters a new chapter under Ted Beleshayi’s leadership, expectations remain high for the institution to continue advancing local content policies and supporting the participation of Congolese businesses in the country’s economic development.
